That could just be Boruto's lack of experience, and proper training (Genius Slacker); he's the descendant of Kaguya Ōtsuki’s like his father, and grandfather, so he possess an immense pool of Chakra to draw from, but may not be able to utilize. If you consider Naruto's ridiculous Chakra Pool that was unrelated to Kurama. Next, just like Sasuke's Sharingan, Boruto's Dojutsu may very well greatly expand ones pool of Chakra over time... and with training; consider his accidental summoning of Nue earlier in the story which had immense Chakra requirements to summon without his permission, then realize that Boruto may either have immense Chakra hidden away within his blood, or Garaga is drawing on Boruto's latent powers that are either sealed within his Dojutsu; it's also possible the summoning itself requires very little Chakra, since Garaga did so willingly without needing to be forcibly summoned initially... in this case though, Garaga could be unintentionally drawing on either Boruto's diamond seal on his hand (dunno what it is, just watched this for the first time), or Garaga could just be a low-class summoning that requires very little Chakra, let alone no initial requirements to summon him in the first place, since Boruto got his contract without forcibly summoning him first.
